Windows 8 Caches Previous JPG/GIF

I noticed that when opening a jpg/gif, that Windows 8 first flashes the previous jpg/gif that was viewed.

Let's say I open picture and then several hours later go back and open another picture. The picture that I had opened several hours before flashes on the screen for a split second and then it opens the picture I currently want to look at.

If the previous picture happens to be something that someone else should not see, this is a big problem.

What is going on?

- What program do you use to look at a picture? Is that program still open when you click on the second picture?
- Does this happen system-wide or is it user-bound. In other words: if you open a picture, switch to a different user and open another picture, does that other user see the picture opened by the first user?
