Trying to install disk for printer from
toshiba with win 8 already installed on purchase. The message is that I need to upgrade to win 7 or Vista.

It seems the program on that disk (you don't tell which printer, nor which program) doesn't like Windows 8.

Two things to try:
1. See if the driver already came with Windows 8 (don't install from disk, but from the drivers that are present already)
2. See if the manufacturer has a Windows 8 compatible driver on his site.

If no luck, it might be time to buy a Windows 8 compatible printer.
