Audio on Android devices...

Would a HTML5/Flash fallback audio player work on Android devices?
I think that'd be a straight-forward question but no one seems to really know for sure. I for one say, "No!" That's an unfortunate "No!" seeing that I can't understand why the leading mobile OS wouldn't be able to do that.
I'm being told by "those in the know" that: "Due to a limitation in the Android Operating system, HTML5 audio is not supported on the majority of Android Devices. Some manufacturers' custom versions of the Android OS does support the HTML5 Audio tag although this is carrier dependant. Unless the device manufacturer and carriers have enabled it on their builds, it will not work. And Android cannot play direct stream links either."
Building a website that I thought I would use the supposed "state of the art" dual-players but if Android can't utilize it, what's the point. That's a lot of people that can't access the stream from the player. So I'm back to square one.
So, does a HTML5/Flash fallback player work on Android?
