Korean Galaxy Nexus not 4G???

I'm in Korea for the next year, so I walked into a few phone stores to check out phones. I walked into one store where they were selling the the Galaxy Nexus and the guy at the counter said it was not a 4G phone, but only 3G. Is this some kind of limitation only found in Korea? He then tried to get me to check out another 4G phone he thought was better.
The next store I went to didn't have the GN and the sales rep told me they stopped carrying the phone because it has problems and it sucks(yes she literally said in english it sucks)!
After some research I found out due to Samsung's fight with Apple it was pulled off the shelves in Korea. Ok fine, but why would I see it in the store as a 3G phone? Does that somehow make it legal to sell? I'm willing to settle for 3G, but it sounds like buying a Nexus here would be such a mess. Any suggestions?
