it's just not the default setting.
In Toast 11, (it is in lower versions too) on the main screen at the bottom, there are a number of options.
It shows the destination burner, and eject button, copies, a small cog wheel and a big burn button.
Click on the small cog(gear) wheel for additional options.
There you will find an option, when burning a Data CD to either Write Disc or Write Session.
At the bottom of that window there is an option to display recorder settings before writing. Check that and you will see this dialog box before each burn.
As I said, this is not the default and should only be used for CD/DVD's that you are planning on using yourself, in the machine that made the disc. This is because a multi-session disc that has not been finalized, needs a piece of software that is included in the Toast install. Anyone trying to read that disc, beit on a Mac or a PC that does not have Roxio Toast (or PC equivalent) will not be able to read the disc.
Remember too, that multi-session discs display on the desktop as separate discs. If you have 4 sessions on a disc, you will see 4 separate disc icons on the desktop
