Laptop charger flashes but doesnt charge

My laptop charger light flshes but will not charge, i have tried a new one and still the same also i have changed the DC socket on it and still the same problem. Any help?

We have the charger, motherboard and battery.

The most common failure I see are the old battery (anything past 18 months is SUSPECT!) and the usual bad jack.

Some get into Windows issues but this area is much simpler as if it doesn't charge when the laptop is off, we have 3 parts to swap out to find which one to three are bad.

Too bad the machine details, age and such are not revealed.
