Power jack or adapter?

I have an MSI netbook, and there's obviously something wrong with the charger or the jack, but I'm not positively sure which one, or possibly both. When the adapter is connected, the battery won't charge, but it isn't depleting the battery also. I tried taking the battery off, but the computer won't turn on even with the adapter connected. Now the adapter is still connected, but the battery is depleting. So which is it? Is it the jack or the adapter, or something entirely new I don't know about? Please help!!

Then reflow the solder on the jack connections. You're never sure if it's trivial to do or not so you quote the work at 150 bucks without any warranty or guarantee that it will fix it.

The ONE THING you do encounter a lot is non-maker chargers and batteries that do this. For that you get the maker's battery or charger to see if it's that old issue.
