Toshiba Satellite Error message F3-F100-0004

Laptop:
Toshiba Satellite L455D-S5976 (Out of Warranty)
Win 7 Home Premium 32bit

I tried to restore the computer to factory settings to give the clean Laptop to my Mother in Law. Now when I turn the laptop on I get "ERROR : F3-F100-0004. Can someone help fix this? Can I buy a new harddrive and replace the old one to fix the problem?

Reading other posts like http://www.techspot.com/vb/topic162440.html has me agree you should use the restore MEDIA next.
