System Restore is a particular term used in Windows' OSes where any changes in the Operating System can be "rolled back" to some date/time before the changes were made. The significance of this is that the restore is carried out within the OS itself, that is, whilst Windows is up and running.
I think what you mean is a "Reinstall", or a "Repair Install", or a "Recovery". Sorry, these terms are confusing.
As Kees says, it should work as long as the new hard drive is the same size or larger than the old one.
Also, what you ask does depend on the method you used for back up. For example, Windows own back up utility still needs a working Windows OS to recover data from backup disks, but Cloning is a complete clone of one disk to another.
