TechTracker Uninstaller dangerous; how to disable?

Now and then, when I have attempted to discard an application via the Trash, an application called Uninstaller (whose location I believe I have traced to somewhere within /Library/TechTracker/TTEngine) has appeared unbidden in the Dock, and a dialog window has appeared with an explanation to the effect that additional, related items need to be discarded as well and asking for approval to do so. On several of those occasions, when I've granted that approval, the TechTracker Uninstaller function has crashed part way through whatever mysterious operation it is trying to perform.
When this has happened, a large number of seeemingly random files have been moved from subfolders within my Applications folder to the Trash and left there by the crash. These are files I did not request be trashed, which I had no intention of trashing, and which have no relation whatsoever to the application I was actually trying to get rid of. There is no systematic way of identifying where each of these files originated (other than that they all have come from various locations in the Applications folder). So, in order to put them back, it is only by a painstaking manual detective process that I have finally restored the items in the Trash to their proper places in the Applications folder.
Until CNET figures out how to make Uninstaller work properly (I have no idea what its purpose is in the first place), how do I disable it entirely, so I am no longer under the threat that it will mangle my Applications folder?
