you can either ignore it or install it.
If installed, it will not get in your way or cause any further problems.

It is not essential, or even necessary, so make a choice and whatever you decide, will be fine

iCloud can help you store some of your files such as music,videos and so on,if you want to enjoy your items on another deivces you can easily get them from yout iCloud account.So install it will bring you a convenient way to manage your files.

Outlook, Internet Explorer, or Apple's Safari. iCloud Control Panel will keep Mail, Contacts, and your Calendar using Outlook, and bookmarks in IE or Safari in sync using iCloud with all your Apple devices. Also you'll get Photo Stream (a free service), which will push pictures taken with a iPhone, iPod Touch, or iPad to your PC via WiFi. I would recommend downloading it if you want to keep all of your iDevices in sync with each other using a cloud service.
