3 problems with iPod touch 4 64Gb Win 7

After general meltdown and loading iTunes 10.5 thefollowing problems occurred:
a] When I click on playlist a screen comes up with 2 turorail offers and I am unble to drag albums or folders to playlist.
b] When I sync to iPod it only includes about 5% or album art.
c] Unrelated but frustrating. I live in France and the French system will now not allow me to purchase English apps even if they do not have them in France. Is there a solution to this?
