How does one contact Apple about an account reset?

I apparently have two logins with Apple. I've tried to login with both and either get an "Account Locked" or "We're sorry. Your account could not be created due to system issues.Please contact Apple Support Communities with the information below to create your account."
I've been trying for over a week, and cannot find enough information to contact anyone with about this.
The old account is really old, and linked to an email address that is no longer functional.
Apple seems to have "blinders" on about this business, not wanting to discuss or help a person with the problem at all. What is it at Apple that MY logins are an issue with them?
