Can I restrict itunes to just one user account in windows 7?

Hi there,
I have just bought a new desktop (OS Windows 7) and wonder if it possible to set up two user accounts on it that are entirely separate from one another. The reason being is that I want to be able to use iTunes on one account/partition, but I don't want it to be at all evident on, or have any influence over, the other one.
In terms of user accounts, if I set up two - FRED and JANE for example - and install iTunes on FRED's profile only, will it also appear on JANE's profile? If so, is there anyway round this? I use both an iPhone and a Creative MP3 player, so want to to keep my MP3s and WMAs synched with Windows Media Player, but still want to be able to download apps, films and upload photos using my iphone through iTunes.
If I can't achieve this through user accounts, can I do this by partitioning my hard drive into two and then setting up some kind of dual-boot process?
Many thanks in advance for any advice, I am perplexed by all of this!!
