Issue with Monitor When It Turns On

LG Flatron W2442PA

Each time I turn on this LCD computer monitor, it starts up and the screen fills with the contents of the computer, but then a couple of seconds later the established image on the monitor suddenly goes black for a few seconds before regaining the original contents within the screen.

Is this on - off - on sequence a normal function of LCD computer monitors?
