Not really, no. If someone can manage to install some third party program that allows them to adjust the volume, then you're stuck. Macs (note the lack of capitalization as MAC is a networking term) are PCs in the sense that they are Personal Computers. The idea is to generally let the user have complete and total control over the entire system. Over the years there have been some levels of control built into the OS, but nothing on this level.
One thing you could do however, is just plug something into the headphone jack. Maybe find a set of broken speakers that you can stash somewhere out of the way. You'd have to come up with some way of keeping the user from removing the cord, but that would be a solution. If you're handy with a soldering iron, you might be able to rig something up for a few bucks in parts from a Radio Shack.
