Not really, no. If someone can manage to install some third party program that allows them to adjust the volume, then you're stuck. Macs (note the lack of capitalization as MAC is a networking term) are PCs in the sense that they are Personal Computers. The idea is to generally let the user have complete and total control over the entire system. Over the years there have been some levels of control built into the OS, but nothing on this level.

One thing you could do however, is just plug something into the headphone jack. Maybe find a set of broken speakers that you can stash somewhere out of the way. You'd have to come up with some way of keeping the user from removing the cord, but that would be a solution. If you're handy with a soldering iron, you might be able to rig something up for a few bucks in parts from a Radio Shack.

I have the headphone jack in use.

The issue is that the volume is adjusted to maximum volume and I can can hear whatever is coming from the ear phones. I have Apple Remote Desktop installed on my computer, is there a way to use this software to completely ban any volume adjustments?

You could always use the Mute box on the offending machine

Remote in and change it.

Nothing to stop anyone from turning the output back on though.

Or you could remove, and hide, the earphones!

Then you're screwed I'm afraid. Any solution offered can be instantly defeated by someone who knows how to reset the PRAM or probably a dozen other possibilities. Macs are still a PC in the sense that PC stands for Personal Computer.

Maybe you should just get your own set of headphones or have a small clock radio nearby where you can use it to mask any sound coming from the other computer(s). The only real solution is to crack open the case and disconnect the speakers. There are several reasons why that probably isn't a good solution either.

Sorry to say, there's really nothing you can do short of some pretty drastic steps that are probably best left unmentioned.
