customising user's privileges

In my Desktop (Dell VOSTRO, with windows 7 ) apart from me (Administrator) there's one more user created. While I can connect to the internet easily, the other user can not be connected to the net. What is to be done so that the other user/users can also get connected to the net ?

Is this Windows Home?

There are only 2 user profiles for Windows Home. And as folk discover, the non-admin accounts are troublesome.
