Are you trying to send, as in physically move, your iTunes library from one computer to another?
Or
Are you trying to transfer tracks from one computer to another?

I would like to physically copy and import to another computer on my home network. I have itunes on both but the shared library is only available if both are turned on. b

which is different than Sharing Library.

http://support.apple.com/kb/HT3819 gives you a good start.

Once set up, and easy process, and Sharing Library's is turned off, it is possible to compare the contents of the sending Library with the receiving Library and to download any differences between the two.
