I have Ubuntu 10.04.4 and can't install or execute any apps

I am unable to install or execute any apps or programs to or in my laptop. I am the owner and the laptop knows this. How can i get this done. The OS is a new install. I can't even run any CDs or DVDs whether they're data or music /video disks. I've only tried windows items and the OS disks and software. Only the OS disks worked. I have no internet except on my cell phone as my wifi card on my laptop is missing. I also cannot get the update cd/dvd download.

no. It only has the Ubuntu OS. Even wireless adapter drivers won't install and they specifically say they're for Linux also. Even the apps from the OS disk says it can't install or run and has an error message about command line output.
I got the disk when I purchased the book on Ubuntu. It was included in the book. I read something about an installer like "win emulator". A search on the disk produces nothing. So I can't try to install windows apps. But I'm not giving up. I just need to ask the right questions I suppose. Any help will be greatly appreciated.

This is on an HP X1000
model x1030
