I have a desktop computer Windows 7 and a hp F 4100 series printer. I have belkin 300 wireless connection, Would like to print from my gateway netbook with Windows 7 starter, i have installed the printer on the netbook but it still will not print.

Given the amount of networking changes needed.

For example some do not want to learn networking so I'm going to suggest the easiest fix.

Install the printer on your netbook and when you need to print, plug in the USB cable.

-> If you want to share the printer then you learn about your router's security (AP Isolation would not have you asking what is that, but would have you check that and more) then your network accounts and finally printer sharing.
