Hangups, slow, poor productivilty

Between screens my cmputer hangs up...then whatever site I want is not responding, it takes forever for things to get back. Also a pop up says that there is high CPU useage? I have high speed internet supposedly but it is slow as can be!! I have Norton 360 and other things that are supposed to keep thing running smoothly but it does not! Also when I run everything it says in one place i of the drivers is out of date and in another place it says that it is the age of the driver??? When they are all run to update it remains the same? Waht am I to do and what is wrong with my computer?

Given all that was told, about the only advice could be to reload it to the factory load and if it's some damage to the OS or what software was added, the machine should bounce back to the speed when it was new.
