No it doesn't download an installer, the file sends you here: http://www.avg.com/us-en/platforms which has NO download link either, some joke!

I just tried that Downloads.cnet.com link and it worked for me.

I currently have a file waiting to be downloaded called avg_free_stb_all_9_39_cnet.exe . All I have to do is click "Save file".

May I ask, which browser are you using? Can you try another browser?
