Help! MS tech support is awful! Optical Mouse 3000 wont work

I have a brand new Microsoft Wireless Optical Mouse 3000 that just will not work for me. I have been reading other forums/other comments around the web for a few days but I have had no luck in solving the problem. Here is what happens: I take the snap-in USB receiver and plug it into my USB port on my computer. The computer recognizes the receiver, downloads the appropriate driver from the receiver and then says that the device is ready to use. And yet...when I move the mouse around, it does not respond on the laptop screen. I have downloaded the newest "Intellipoint" software from the microsoft website. That software program tells me that my mouse is connected at full wireless strength with full battery. I have tried uninstalling and re-installing the driver that is auto-installed when plugging in the receiver. I have tried taking the battery out and putting it back in. I have tried refreshing the connection between the mouse and the receiver. NOTHING WORKS. I have even tried using it on a different laptop, and it still wont work. And yet....the mouse works when plugged into a regular desktop! Can anyone help with this? By the way....my laptop is a Dell Inspiron 6000. Thank you....Microsoft tech support does not even exist for this product. I have scoured the website...and it is just plain awful.
