Netbook performance video skype, photo edit yet?

Have netbook processors improved enough with the newest models to handle these more intense functions of photo editing using Adobe Photoshop Editor, or Skype video calling (as single tasking)?
I travel overseas frequently and am looking at a netbook for the usual functions (email, word processing, web surfing), but also for the ability to use skype video, and to edit photos with Adobe Photoshop Elements. A PC mag review seemed to indicate that the newer netbooks can handle these more intensive tasks. Is that true?
Im looking at the Toshiba mini 300 NB 305 or maybe one of the newer Asus models, like the Asus Eee PC 1005PE. Both the Toshiba and newer Asus models have the new Intel Atom N450 processor. The Toshiba has 2 versions of the NB305 model, one with Windows XP, and the other with the Windows 7 starter. The Toshiba and the Asus come with 1 GB RAM, but the Toshiba is upgradeable to 2 GB RAM. Does anyone know if these two models can photo edit and video skype? Would it make a difference from a performance standpoint 2 GB RAM and/or with Windows XP (over the Windows 7 starter) in the Toshiba model?
