Help with Maxwest 7150 Tablet

My wife recently purchased a Maxwest 7150 tablet. It came with very little documentation and no warranty. She wants to use her tablet to connect with wi-fi and also as a phone. Can anyone provide assistance to me as to how to set it up?

So far I haven't seen that done.

I know folk use Skype but do you consider Skype to be a phone?
