7 inch tablet phone

Is there a 7 inch tablet that I can use as a phone? I am leaning towards the iPad mini but would really like something that can act as smartphone. I use an iPad a lot and have a basic android phone but the iPad is a little inconvenient to carry around. I was using the smartphone as a hotspot but tmobile recently nixed that. I also have a mifi unit. I don't make a lot of phone calls and also the phone size is hard on my eyes. I would love to have one giant smartphone/tablet for most everything.

I've tried the wifi phone apps with on the iPad but they didn't work great, would prefer the technology built in. Does the Nexus 7 with Hspa+ let me put a sim card in to act as a cell phone?

As far as I know the Nexus 7 will not do that. I know there are some Samsung Galaxy Tabs that you can get through a provider but I don't believe they come with the ability to make calls (could be wrong on that as I don't use it). I do know that if you have an app from the playstore you can place calls..but you said you didn't want to do that.

I read that Huawei announced a tablet phone coming soon and buzz on a few others including Samsung too. Apparently I'm not the only one ....
