Which tablet do I need to get her?

My wife works in a law enforcement area. They have no access to wifi and cell use is discouraged.
I'd like to get her a small tablet - 7 inch size most likely - because she does have the ability to listen to music or tv shows.
Loading music isn't an issue. We've ripped all of our music. However, I don't want to have to spend $20-$25 for a season of a TV show each time as that would get really expensive.
So my question is this. Do any of the services like Amazon Prime or Google Play let you basically subscribe to their content and pay a single monthly fee? Since she won't be able to stream anything while in her office, I want to be able to download whatever she wants for the next few days. When she done with that, I can remove it and add something else. I hope this makes sense!
We have iPhones, but I don't want to spend the money on the iPads and like I said previously, I don't necessarily want to "own" the content. I guess I'm looking more for a service like a blockbuster kind of thing. Go in, rent something, return it, and rent something else. But with a monthly subscription price instead of a la carte.
I hope I've made sense....
I'm really interested in the Kindle Fire HD and the Nexus 7.
