Memory Upgrade from HP Service center is a costly affair....

I have been facing a lot issue with HP service center. I have a laptop "Compaq Presario CQ42-356TU Notebook", serial number "CNF0337S7Q" which is my sister using at my Home Town Bareilly (UP). Last week she faced some hardware issue with the laptop where it is not displaying anything on screen but the power led is on.
She went to HP Service center to resolve this issue and HP guys investigate the issue and found Issue with RAM. They asked her to change the RAM and prepared a quotation for the same. This quotation only have one 2GB PC3 10600 1333Mhz RAM for the laptop and its total cost for replacements is 8341/- Eight thousand three hundred forty one rupees (6606/- Rs for RAM + Taxes). This quote received from inTarvo Technologies Ltd., Bareilly (UP).
When my sister informed me that HP guys quote this HIGH QUOTATION for just a 2 GB RAM then I was also surprised. I contacted HP Reseller (Meena Sangal, Eagle Information Systems (P) Ltd., New Delhi) and got a cost of 1600/- One thousand six hundred rupees only for same 2 GB RAM (HP Original).
One more thing..when my sister asked the reason for this high cost for RAM then they told that it is HP price which always high but if she go with their local services then it may cost her approx 3000/- rupee only. Which means HP Service partners are attracting customers to their local services by quoting high prices for HP services.
Can anybody help me to find out the reason for this high quotation of 1 RAM replacment?
