Computer will not stay on

Compaq Presario F500
Windows Vista
When i push the power button, when plugged in or not. The light comes on for 3 seconds and shuts off, and computer will not power up.
there is power getting to the comp.

The most common models I see are the usual Sempron and AMD dual core. Repair is usually done by swapping in a new motherboard. What I've seen are dead batteries that eventually fry the mainboard so we need to be watchful for that in case that's the original cause.
