No Battery Life - Battery or Computer?

My wife has a Toshiba laptop just past the warranty. It works fine when it is plugged in but when you remove the power cord the battery only lasts about 20 minutes maybe.
SO,
Considering that the laptop is not that old I'm wondering if the computer is sensing that the battery is fully charged when it is not or the battery is bad.
SO,
Is there a way to check (at home) to see if the computer IS or IS NOT fully charging the battery?
We don't want to buy a new battery if the computer is not going to keep it charged.
What to do?

Charging issue

You can check the output of the inverter with a volt meter but it sounds to me as if it is functioning, since it works via A/C power. Chances are pretty good that the battery has gone South.

Let's start with a few facts.

Most batteries are rated for 300 cycles. So the owner that used it on battery daily for a year could see the battery time drop and drop and finally be very short after a year. That's 365 cycles.

The only true test is to install a new battery from the maker of the laptop. But you will find folk that don't want to do that.
