The system shows that the battery is being charged, but in reality it is not. I have replaced the battery with a new one and it charged about 3 cycles and then it stoped charging, although it still says that it is. I normally run the computer with the a/c plugged in and very rarely on battery alone. I have tried deleting the MS ACPI-compliant device driver, shutting down, removing power and battery and holding the Start button down for 30 seconds before re-installing the battery, the power cord and restarting the computer. No change. It runs ok on a/c power, but dies when the cord is removed. I have also cleaned the contacts on both the battery and the computer interface. Any suggestions? I also have one of the original Satellite computers (Win 95) which still works on the original battery (though much slower, ha!) and I have never had any problems with it. I guess newer isn't always better?

But there are 3 basic parts to the system. The battery (natch), the wall adapter, and the circuits on the main board.
To sniff out if the OS got hammered I stop and shut down Windows. If it doesn't charge with the machine off, I know it's a hardware issue.

I felt it might be a problem with the MS "driver", but on second thought, after deleting the driver and shutting down the system the battery should then be able to charge using whatever default driver the system had.
I may have to take the unit apart and look for a bad solder joint or some kind of corrosion problem, but judging from the seemingly endless numbers of these newer computers having the same problem "directly off the shelf", I am wondering if it isn't some kind of QC or design problem that Toshiba is having? I haven't found a solution to the problem on the Toshiba website other than "call tech support $$$$$" or take the unit (out of warranty now) to a repair facility (again $$$$$). Any other suggestions?

I'm encountering folk new to computer design and think that a drive matters when the power is OFF. Sorry but while some of the new designs such as Samsungs with the battery life extender are notable I have to write that no driver is running with the power off on laptop.
So that's a dead end and more a discussion about current designs and off topic.
I do not see this issue with new machines. Not one. If there is such, then it's back to the maker/seller under warranty unless the buyer was fool enough to keep it (sorry for the hard words.)
--> You have elected to begin a career in electronics repair. WHY NOT DIVE IN? That is, use the information at the top of this forum to get in there and use a microscope if need be to look over every solder joint and touch it up.
You mention bad solder joint so I have to accept that you know what those look like.
