Plugged in not charging - brand new battery

I have a Dell Inspiron 1720 which I upgraded to Windows 7. When I did that I began having battery charging problems, which is apparently common. I did not have issue on XP. I had this issue on original battery which continued for a long time until I noticed that the system no longer recognized the battery. I purchased a new battery and same issue. The new battery is recognized and is charged to 69% currently.
I have already uninstalled the battery through the device manager and restarted, but no change.
The computer runs on the battery if I unplug, and the computer runs on the AC adapter. I assume that the battery is capable of charging because it is brand new. Therefore, it seems that it is a Windows problem.
Please help. Is it possible that it is a hardware issue? Is there an after market power management program that can fix it? Is it a BIOS issue? Dell did not make Windows 7 Drivers for my system, but all the hardware works, just this battery issue.
