Laptop plugged in, not charging, AND won't run on AC power?

I've had my Toshiba Satellite A70 for about five years now. Even when the laptop is plugged in, the battery won't charge and the laptop won't even run on AC power. To make matters worse, the battery loses charge at a rate of 10% every 30 seconds. I got a new battery, and the results are the same. In your opinion, is this a problem with the computer? Or is it just an age thing, and it's time to get a new one?
The reason why I'm asking here first is because this laptop is fairly old, and I don't want to waste any money and take it to a workshop just to get it checked out. They charged me just for running a search on Windows! Also, the warranty gave out a long time ago, so Toshiba barely helps.
