What does F11 hotkey do?

At booting, there an option to prees the ESC key. It opens a menu with several F** options...F10 for BIOS, F11 for system recovery,.....etc.
I need to know how can pressing F11 launch the recovery manager...
I know that it adds the 80h flag to the recovery partition to set it active...
Does it have any other functions?
I'm asking because once I press F11 the system shows an error message
"A disk read error occured
Press Ctrl+Alt+Del to restart"
and becomes unbootable. To make it bootable again, I use my Bootable USB Stick with MBRWIZD.exe on it to set the C:\ partition as active again.
So does that mean that my recovery partition needs some necessary booting files?
or the F11 is corrupted?
