Access denied problems

I have been having a lot of problems off and on with access denied errors. Most recently, I was trying to download the JavaFX runtime and SDK from http://www.oracle.com/technetwork/java/javase/downloads/javafxjdk6-1728173.html
After beginning the download, an error pops up saying that I can't change the contents of the directory. I am logged on as an admin. I created the directory just for this download (I download everything to a c:\xxx\appname_folder\ for organizational purposes). At this point, there is a *.part file n the directory and if I attempt to modify the contents (delete the file) or modify the attributes, I get an access denied error. I have opened a command prompt with admin privaledges and attempted to delete/modify attributes from the CLI, with the same results.
How is it that Windows keeps denying me access to folders I have created with the same user ID/access token even if I use an admin level command prompt?
It is so frustrating that Windows can/will keep me from accessing things the same account has created. Totally stupid.
