What is Windows 7 Starter?

I'm debating on buy my first netbook online and in the description it says that it has Windows 7 Starter. What exactly is a windows 7 starter and what makes it different from regular windows 7?

Win7 Starter

I bought my wife a netbook (HP) and it came with Win7 starter. It actually is almost all of Win7 except for some minor things left out.She pretty much uses it for emails, Facebook and browser type things. I was actually surprised at how much the little guy will do.
I do know that it is not supposed to be able to join a home group, but this one did...go figure. It is actually a better device than a tablet since it has Win7, USB ports, keyboard, decent sound and can handle any programs you might want to add.
I bought another for myself with 2 gig. RAM and use Mint on it....works like a charm.
As long as the price is $200 or less, depending on specs. you should be happy with it.
