Windows 7 does work fine on 8, 16, 32GB so that's not it. You built the computer so think about this.
As you add more sticks, the memory timing must be relaxed (slower) as there are more memory devices on the memory bus. There's also issues with heat as you changed the airflow a little and in the memory area it could be getting warmer.
Did you try the old tech test? (remove cover and point a fan at the PC.)

So you're saying that I shouldn't have 4 seperate 9-9-9-24 sticks? I haven't tried the fan but I may.

I wrote that as you add more sticks, there is more load on the data bus and things can slow a little. This nugget is pretty will discussed so you pull back (slow down) the timing to see if that's it. The fan test is still your tech's best not so secret test.
