PC stuck in safe mode

I have a Dell insp that had to do a complete restore to factory defaults. Now when I boot up it goes into safe mode and no matter what i select in the f8 screen. Then it gives me a error that can not complete initial setup in safe mode. The pc is windows 7 64bit we do not have the setup disc. I called dell and they are sending a disc but it probably will not get here before I leave this is my cousins computer and he is really not tec savy.

It sounds like the restore didn't complete

Restore to factory settings will often reboot more than once. If you somehow didn't let it complete the process, that might explain what happened. How did you get into this restore in the first place? Why can't you repeat the process? Have you looked under Start -> All programs -> Dell to see if you can't repeat the restore?
When I bought my Inspiron 620 4 months ago, it came with a procedure for burning recovery discs. Didn't yours? Maybe you could repeat that process since you apparently don't have those discs.

When you've gotten your system back like you want it, I urge you to get yourself an external hard drive and a good 3rd party backup program. You can set it up to do everything automagically at the time and frequency of your choice. 1 TB external hard drives are about $70 these days and a really good FREE backup program is the Easeus todo backup free which you can download from
http://www.todo-backup.com/products/home/free-backup-software.htm . That can save you a lot of time and frustration the next time something like this happens. Sooner or later it happens to all computers for one reason or another.

restore worked but when it starts for first time it is stuck in safe mode, even when I select to start normal. I have done the restor a few times with same results. I know you can make a disc but he never did of course now we can not. I know all the different ways to back up and when I get his computer fixed will burn a setup so he can wipe it and restore it when he gets this messed up. He is not a tec person so I have to keep things on a basic level for him

Was the machine STOCK during the restore? That is, nothing like a printer or other things plugged into the USB ports?

The machine is stock nothing added not even a mouse it had fbi virus and just wanted to go back to the original setup.

To fix that I find myself using the restore media. Most PCs that use restore media either have the BIOS set to boot from CD/DVD first or we change that in the BIOS then follow the maker's instructions on how to start over.
