Restarting windows 7

A pal of mine told me once that the reason that Windows 7 needs to be restarted so much after installing software or anti-virus updates is that there are some system files that are in use while the computer is running and when the software needs to re-write these files it can only do so during reboots. This is why you need to re-boot a PC after software installation. Is my pal correct?

Close enough. It's not so much that it can't write them, it's that the old version is still loaded into memory, and the most expedient way of making sure the new ones are loaded is to reboot the OS.
