The norton family is an online parental control. You can subscribe to it to get the protection. For the norton family link, just google it to find the result. You must sign up to norton account to use it. The Morton account password should be at least 10 characters long (to you lah...).

1. Sell the computer

It seems preventing the use of the computer by preventing booting might help. You could unplug the power cord from the power supply and from the wall/surge protector and take it with you if it is removable. I believe there are also locks that will prevent a wall outlet from being used(even possibly with programmable timers) as well as locks to prevent the circuit breaker that supplies power to the outlet from being switched on. Granger, I believe sold them as safety devices, the programmable outlet timers you might have to google. Though the counseling is probably the only real, long term solution, these others may help with a non-hackable solution as you can take the key with you on your key chain.

I'm late getting to this subject here, but I keep seeing it, so I'll put in my 2 cents FWIW. (I have read all the prior posts). Of all the good suggestions you've had, I think the locked cabinet is probably the best. You could give everyone except the son a key. I would also add the power on password even though there are ways to get around that.
However even in the unlikely event that you come up with the perfect solution at home, what's to keep him from using another computer in a public or school library or in a friend's home, or some other place on a friend's laptop or tablet? He could even buy a cheap tablet or if he has a smart phone, could get on the Internet with that. So I have to conclude that solving the social problem is the only good solution as others have suggested. I know that's a lot easier said than done, I have a son who when he was a teenager thought that rules were made for him to break. He eventually grew up, but it was a slow challenging process.

Maybe give him his own user account so that he virtually has his "own" computer to use instead of interfering with your stuff.

I've read this entire thread, the questions, the answers, the solutions and found one to be missing. So, here it is:

Have you tried the 16 pound sledgehammer solution? Here's the steps:
1. Obtain and configure another system for the other members of the family. Only they can use.
2. When the (don't take this wrong) bad son is home and in same room, get the computer in question.
3. Get the 16 pound sledgehammer.
4. Put son and computer in same room, I'd suggest doing this away from mom/other family members...bad juju there, she'll want to interfere and you don't need any other distractions.
5. Once assembled, son in one corner, computer in center of room on the floor, with both hands raise sledgehammer above head and with one downward motion bring sledgehammer down on top of computer.
6. DO NOT say a word.
7. Leave the room.
8. That should do it!

Have you tried the 16 pound sledgehammer solution? With just you and son in a room, you don't want mom's input or other distractions. Put son in a corner and computer in the center of the room on the floor. Raise sledgehammer, bring it down on top of computer. The key here is to NOT SAY A WORD. Leave the room.

graduated over ten years ago though. I always spent a lot of time on the computer even when I was in school. Maybe not as much as now, but when we got a computer my grades improved because now I had a computer to research online. I think instead of trying to control when he can use the computer. Pay more attention to the sites he visits and can access. Not all online is bad.
