If I did, I wouldn't have said to use another browser. There must be something special with your copy of IE9 in your Windows account on your PC.
Since you can't switch IE9 or your PC (apart from going all back to factory conditions) the only things you can do to find an answer are:
- switch to new account. If it works there correctly, it's something in your account
- run IE in 'IE safe mode' (that's without any addons). If it works correctly then, it's some addon or setting
- boot into Windows Safe Mode. If it works correctly then, it's some background program.
