Looking for a way to archive resumes, search by keyword?

I am looking for a way to archive and store submitted resumes/cover letters (most likely in folders) on the computer with the ability to search by tags or keywords? For example, if an office says they would like to look for someone with "Communications" experience, I want to be able to type in "Communications" and find every resume categorized as that displayed.
Is there I can do this using what Windows 7 already has going on, or is there a free "third-party" way to go about this?
