Win 7 System Recovery Options (Help) Options are missing!!!

The F8 Startup Repair for windows 7 is the only option in the window save Shutting down and restarting, when normally there are 5 or 6 options including system restore and command prompt which CMD is the one I need as I cannot start windows even in safe mode. This forum won't be for that problem but just for the missing options in the system recovery window.

This is our work computer and I need it to work! Thank you in advance for any help you can provide.
P.S. If it helps in the operating system I could no longer open chrome or system restore and apps started asking for authorization again to access my networks and firewall and avast antivirus was turned off. Then after a couple of restarts I was able to get to this image I posted and try some CHKDSKs but it said the drive was protected I unprotected it and restarted againg and thats when this (missing options) happened.
