....the speed of your internet service.. A good fast FIOS connection will load quickly on even a fairly slow computer.. And in some cases, a different browser makes a lot of difference. Your 12 Mbps is plenty fast enough but I wouldn't spend a lot of money just to get a little faster web page load.. In the long run, it won't make a big enough difference to waste the money on.

...you know something is wrong..? Test the bandwidth speed when the machine and all other elements are installed and if it's not up to par, then troubleshoot the problem.. Till then, a default install should work as designed.

Not quite. You still need the CPU to do the actual page rendering and JavaScript execution. You know, actually do something with the data downloaded. That said, there is a point at which you hit a steep diminishing return drop-off. It would be well past what any 486 is capable of, but there's likely not much of a difference between a bargain basement Core 2 Duo and top of the line Core i7. Certainly not enough to justify the additional cost if the only thing you're interested in is page loading times.
