How to install Office 2000 in Windows 7?

Hello,
I've got operating system Windows 7 in ENGLISH.
In control panel REGION I set:
Format: HEBREW (ISRAEL)
Location: ISRAEL
I tried to install Office 2000 and failed.
An error message appeared: "You need Bi-Directional support."
Language directions: English from left to right - Hebrew from right to left.
What do I have to do to be able to install Hebrew Office 2000?
