Windows 7 download, wont install

I downloaded the windows 7 professional 64 bit upgrade today to upgrade from my Vista 32bit. After running the setup file downloaded the following error message is given,
We are unable to create or save new files in the folder in which this application was downloaded. Please check the folder properties to make sure you have security permission on the folder to write files and that the folder is not read-only.
I then tried running the setup file as an administrator and moving it to my other hard drive with no luck.
I found a solution online, which said to make the downloaded files an ISO which i did and then it gave me the 64bit programs cant run on a 32bit machine.
I have read some things on here that say a 32bit to 64bit install requires a clean sweep of the hard drive, so maybe thats what i have to do.
Any help would be appreciated on this problem i have.
