Change .elm Subject with Hebrew Characters

Hello - I save an email with Hebrew subject from Windows live Mail into .eml file.
I need to update the subject with Hebrew characters.

The subject looks as: Subject: =?windows-1255?B?4A==?=

sometimes as: Subject: =?UTF-8?B?15TXkdeg15PXldepINeZ15XXpteQ16og15zXmNeZ15XXnCDXkdeS15zXkdeV16I=?=

Can someone tell me how to parse this strings so I can update the Hebrew characters using an external program ?

you saved this email as a .eml file via File > Save as, then you can either edit the file in Notepad, (right click, select "Open with..." then navigate to Notepad.exe, but make sure you remove the tick for "Always use this application to open this type of file").

Or a workaround is to forward the original email to yourself and change the subject before hitting "Send".
