However newer units set the time from the cellular connection. But old units have us setting the time.

I agree with you newer units comes with buildin functionality, but how to achieve this on existing devices, where such functionality is not available?
- Can I achieve this using MDM, if yes then how?
- How to achieve the same using programatically, any example will be appreciable.
Where would you want to get the time from?

Any program you write can't look at your watch, so it seems you would have to type in the time. I assume Windows mobile already has a program for that.

Microsoft issued ActiveSync (AS) and Windows Mobile Device Center (WMDC.)
You write MDM so tell what it is.
As to adding an app I suggest you search the usual places for such or write it. Visual Studio 2008 was great for that work.
