Dear Bob,
Thank you very much for your reply. Bob i think MDM is a big tool/utility which monitor all of our devices. My requirement is only a small utilitty which can only run on device as a stand alone application.
If you familiar with Symbol mobile devices products "www.symbol.com" you can check one utility symbol offer for its devices named AppCenter.
So i am looking stand alone application which can prevent the devices for misuse.
Why not use the real thing?

As you expected there is no small tool to do this. If you want you could start a project to create such but given there is already a solution it would be a tough sell.
