Power outage today and 540 studio slim won't turn on

There was a power.outage today. My htpc was plugged into a surge protector. But, it was the only device that did not power back on. The green light in the back of my computer still works. It's from the power supply. Not sure if it would still be on if the power supply was damaged. I know it might be the motherboard. I'd like to upgrade it with one with ddr 3. Any suggestions? I have a IM017g.

Very similar situation here with Dell desktop. Fans are not moving, led on back on, when I push the power button up front, it blinks orange, the normal boot-up color but normally steady. 6 GB RAM. Out of warrant
